拿破崙戰爭結束後，根據維也納會議的決定而成立德意志邦聯。奧地利帝國（擔任主席國）和普魯士王國。兩國之間的權力競爭貫穿了聯邦的整個歷史。德意志邦聯最終因普魯士宰相卑斯麥「鐵血政策」與奧地利之間的衝突而解體。普魯士在色當戰役中俘虜了法國拿破崙三世。1871年1月18日，在法國的凡爾賽宮鏡廳，德意志帝國（第二帝國）宣告成立，普魯士國王威廉一世加冕為德意志皇帝。
