He explains that churches serving children, youth, or vulnerable adults need strong abuse coverage because even a single accusation can cause severe financial and reputational harm. He urges higher limits and attention to whether defense costs are inside or outside of limits. He outlines seven prevention measures: screening and training workers, two-adult policies, check-in/out procedures, documenting attendance and room assignments, locked storage of records, educating on grooming signs, and reviewing exclusions for defense and indemnity.
