Citations for encampments — does this end the cycle of homelessness?

The number of tents and tent encampments of people experiencing homelessness has plunged in San Francisco, to a record low since the city started keeping track six years ago. It’s a similar situation in other major California cities, as law enforcement cracks down on illegal camping in public, empowered by a US Supreme Court decision that ruled cities can enforce those laws, even when there are not enough shelter beds available. San Francisco and other cities are being much more aggressive now in arresting people for sleeping outside and clearing homeless camps. But where are those people going? Are they getting off the streets, or are they just being shuffled somewhere else?
