A Clare flood defence campaigner claims people unaffected by flooding won't agree to buy into a group scheme that would provide insurance to homes in flood zones. It comes as Insurance Ireland is proposing a €24 levy paid by insured households, which would go towards a flood insurance fund. The fund would allow homeowners in high-risk areas to access cover, with insurers also calling for a new national framework, including grants and flood performance certificates. Clonlara resident Gerardine Quinlivan says it's unfair to ask the general public to contribute to the fund.
