At COP27 more promises of climate payments are expected, but as in the past, they are likely to amount to promises unfulfilled.Previous agreements to send climate payments to developing countries often never come to fruition. Why would any agreement signed this year differ? In the meantime, coal use increases, and CO2 emissions keep rising, but weather events stubbornly refuse to get more extreme.
