Congress and the Remaking of the South, 1865–1866

The conflict between President Johnson and the Republican-controlled Congress over the proper steps to be taken with the defeated Confederacy grew in intensity in the years immediately following the Civil War. While the president concluded that all that needed to be done in the South had been done by early 1866, Congress forged ahead to stabilize the defeated Confederacy and extend to freed people citizenship and equality before the law.
