The law comes as a response to the killing of 23-year-old Iryna Zarutska, a Ukrainian refugee who was fatally stabbed on the Charlotte rail system on Aug. 22. The perpetrator, Decarlos Brown Jr. had 14 prior criminal cases and was released on cashless bail. On today's show, I talk to bail attorney Ken W.
