Corrections in Florida - What Encompasses "Public Safety?"

When most think about the prison system in any state we think about what happens behind the fences and walls. But the mission is only partly addressed inside a facility. Public safety goes well beyond the release because if an inmate chooses to return to criminal activity there will be one or more victims.
