EDINBURG, Texas - Ruben Cortez is vice president of the Texas Association of Education Service Centers.In a recent interview with the Rio Grande Guardian, Cortez spoke about a larger than average drop off in school attendance by students living in heavily Hispanic areas.Cortez was reticent about blaming the reduction on raids by ICE.
