The Box Elder County Commission completed a months-long legal process Wednesday by restructuring the Box Elder Special Service District to administer federal mineral lease funds, adopting new bylaws and appointing an administrative control board to oversee the district. Federal mineral lease funds are generated from oil, gas and other mineral production on federal lands and returned to counties under state law for qualifying public purposes. The county began the restructuring process in March to formally authorize the special service district to administer those funds and comply with state requirements.
