CT Apartment Association Gives Update on New legislation

Brian Shactman and Kelly Kilham from the Connecticut Apartment Association discussed the housing crisis in Connecticut, emphasizing the need for thousands of new units. Kilham noted that their association represents 75,000 apartment homes, with a shortage of around 100,000 units. She highlighted recent legislative efforts, including caps on late fees, application fees, and increased fines for health and safety code violations. Despite progress, only 13,000 affordable housing units have been built since 2019. Kilham stressed the importance of maintaining focus on supply and suggested zoning flexibility and streamlined permitting to boost development.
