"The major issue that we typically have is on The Hill. For years, we've seen bills coming out, which specified a direction of left or right or up the middle, and nothing happens. That leads a lot of us sceptics to believe that people on The Hill who are being funded by the largest tech companies don't move because it's not financially viable for their future campaigns.
