The entire book of Acts makes clear that following God does not guarantee smooth sailing. Paul's faithfulness to God meant being under arrest and sailing into literal storms, shipwrecks, and hardship. Jesus' promise was not that there would be no storm, but that he would be present and faithful through it. The peace Paul demonstrated came not from peaceful circumstances but from the presence of the God of peace with him.
