This approach is called pulse width modulation, or PWM for short. When an LED is asked to operate at a much lower brightness, it ends up being off more than it is on, effectively limiting the amount of brightness levels it can create, thus reducing the effective bit depth of the video being displayed. The result is noticeable banding and visual artefacts on the images being shown on screen.
