Vladimir Poutine a prononcé une allocution offensive au matin du mercredi 21 septembre, au cours de laquelle il a annoncé une mobilisation militaire partielle pour ce qu'il qualifie toujours d'«opération spéciale» –comprenez la guerre un Ukraine. Il a également réitéré ses mises en garde, affirmant que la Russie utiliserait tous les moyens mis à sa disposition pour se «protéger».Pendant ce temps-là, l'Assemblée générale des Nations unies bat son plein à New York. Dans leurs discours, Emmanuel Macron et Joe Biden, entre autres , ont condamné la Russie et fait part de leur détermination dans ce conflit.Nous allons en profiter pour nous interroger sur les choix de l'administration Biden en matière de politique étrangère.
