Decentralization reform in Ukraine: what's new?

As a result of the decentralization reform in Ukraine by 2021, three levels of local self-government were formed: oblast, rayon and UTC (united territorial community). But when decentralization transferred powers and resources to communities, it turned out that not all local governments could manage them effectively.
