Who has the power the power to tax Utahns? It's supposed to be the elected representatives for your city, county, state, or country. But there's growing concern in Utah that unelected developers are taking advantage of their power to tax people on new developments. Within many of these developments are public infrastructure districts, also known as PIDs.  Utah Investigative Journalism Project's Eric Peterson joins Midday guest host Heather Peterson to break down the issue and what he's found in his research.
