This Book analyzes why Cuba has not transitioned to democracy, comparing it to Eastern European countries that did.  The author examines various hypotheses, including economic conditions, repression, nationalism, and the role of civil society, ultimately arguing that the lack of widespread political efficacy among the Cuban population and insufficient independent communication are key obstacles.  The impact of U.S. policies, particularly the economic embargo, is also assessed, with a focus on whether engagement or sanctions are more effective in promoting democratic change.
