Abdalla Hamdok, Sudan’s prime minister and chairman of IGAD, the east African bloc, called for the emergency summit after a tetchy meeting last week with Abiy Ahmed, Ethiopia’s prime minister. Mr Hamdok made it clear that Ethiopia’s civil war, which began last month, will be on the agenda.
