The army seized power in a coup in February and has since killed over 730 people in its effort to crush the protest movement that has arisen in opposition to it. ASEAN usually refrains from weighing in on its members’ domestic affairs. It is making an exception for Myanmar. With thousands of refugees fleeing into neighbouring India and Thailand, the crisis is fast becoming a problem for the region. The talks, intended to eventually broker peace, are a baby step. But ASEAN is already in trouble for inviting the commander-in-chief, Min Aung Hlaing, and failing to include the opposition, a national unity government formed of deposed politicians. But if ASEAN had invited the latter, General Min Aung Hlaing might have refused to attend.
