Tough decisions are needed, but probably won’t be made. Milorad Dodik, the Bosnian Serb leader, wants to withdraw Republika Srpska, the Serb part of the country, from involvement in most state structures, including the army. That is secession in all but name. If he does, the 600 EU troops stationed in the country won’t be able to contain any clashes that might erupt.
