Vladimir Putin, Russia’s president, has done just that. With Russian troops massed on the Ukraine-Russia border, a week of talks is set to take place. American and Russian officials meet on Monday, followed by NATO-Russia Council talks two days later and then a summit between Russia and representatives of the Organisation for Security and Co-operation in Europe on Thursday.
