Based on the biblical texts, yes, God created the spiritual being who became Satan, but He did not create him in an evil state. The scriptures explain this dynamic through several key principles: 1. God Created All Things, Including the Spiritual Realm The New Testament explicitly states that God created everything in existence, spanning both the physical world and the unseen spiritual realm: Colossians 1:16: "For by him were all things created, that are in heaven, and that are in earth, visible and invisible, whether they be thrones, or dominions, or principalities, or powers: all things were created by him, and for him". Because all spiritual authorities, powers, and heavenly beings were created by God, Satan was originally part of God's good creation. 2. Satan's Original State as a Holy Being Passages in the Old Testament describe the original condition of this exalted angelic being prior to his rebellion: Ezekiel 28:14–15: Referring to the "anointed cherub that covereth," the passage records God saying, "Thou wast perfect in thy ways from the day that thou wast created, till iniquity was found in thee". When originally formed by God, he was blameless, wise, and glorious. 3. The Fall Through Pride and Rebellion The scriptures reveal that this created angel became Satan (meaning "adversary") through his own pride, sin, and self-exaltation: Ezekiel 28:17: "Thine heart was lifted up because of thy beauty, thou hast corrupted thy wisdom by reason of thy brightness". Isaiah 14:12–14: Describing the fall of "Lucifer, son of the morning" (or "day star"), the text records his desire to usurp divine authority: "For thou hast said in thine heart, I will ascend into heaven, I will exalt my throne above the stars of God... I will be like the most High". Jude 1:6 & 2 Peter 2:4: The New Testament notes that God judged "the angels which kept not their first estate, but left their own habitation" when they sinned. Summary God created a righteous, exalted angelic being, but that creature used his own agency to rebel in pride against God. Thus, God created the angel, but the angel made himself Satan.
