They say this raises important questions about how well existing instruments actually protect people driven from their homes and countries by climate change and natural disasters. The Nansen Initiative, an organisation whose main aim is to fill gaps in this space says national and international responses to this challenge are insufficient and protection for affected people remains inadequate.
