Do those gruesome photos on cigarette packs actually work?

The Federal Conservatives say Statistics Canada is reporting yet another rise in violent crime, now up a staggering 57% since the Liberals took office. We've had gruesome pictures on cigarette packs for 25 years. Many smokers will have seen them several thousands of times. Do they eventually stop working? A Vancouver City Council public hearing this week got calls from California. Mayor Ken Sim is calling it "foreign interference" and will hold an emergency meeting with the City Manager and VPD chief.
