In the early church in Rome, Paul is aiming to help both Jew and Gentile believers appreciate they are sinners before a holy God, and that the only way to be saved is to put their faith in Christ! Paul clarifies that religion - apart from the Gospel - is powerless to save. The law given at Mt. Sinai illuminated and revealed our sin, and pointed to our need for a Savior; however, it had no ability to actually save us.
