Does anyone else overdevelop NPCs?

Contact the Paladins of PodcastI was listening to this weeks episode when I realized that Rob over develops most of his NPC's because either his players expect him to because they've always asked in depth questions or they expect him to because he always has. But the fact is, these NPC's are way developed, especially the reoccurring ones.
