Does the United States Conference of Catholic Bishops Have Power Over Individual Bishops?

In the Diocese of Charlotte (North Carolina), Bishop Michael Martin is enacting certain directives that seem at odds with the United States Conference of Catholic Bishops (USCCB). In this episode, we take a look if Bishop Martin or any Bishop for that matter has to follow directives from the USCCB. If not, who do they listen to?
