For the first 30 years he worked as a senior executive manager and as a policy analyst, on economic and environmental issues, to three Oregon governors. He then spent the next 10 years as a change management consultant for a national management company. He worked helping both profit and non-profit organizations become more performance efficient and cost-effective.This experience resulted in his creating the PSOCM process model to achieve organizational change management.
