He emphasizes the need for communities to be actively involved in their own recovery, stating, "When the most affected people are at the center of post-disaster recovery, the intervention not only stays with them but then they also innovate, they also evolve.""We felt that at this time, when we do the rebuilding work in the same communities, the houses need to be strong enough...
