One reason is that there are 20 people per minute who are abused by an intimate partner in the United States. This equates to more than 10 million men and women annually. 15 percent of all violent crimes are due to intimate partner violence. There are 20,000 calls made to domestic call centers each day in the United States (1). Many times, a victim of this form of abuse calls 911, in the hopes officers will be able to respond in time. The International Association of Chiefs of Police has created guidelines on how law enforcement agencies should respond to calls of domestic violence, and how 911 telecommunication operators should respond (2).
