With over half a million children with disabilities currently being excluded from formal education in South Africa and facing discrimination when trying to access schools, the country's Human Rights Commission and the lobby group Human Rights Watch have launched a new report highlighting the problem. The report titled " Complicit in Exclusion: South Africa's Failure to Guarantee Inclusive Education for Children with Disabilities " documents the stigma and barriers children with disabilities face and the lack of reliable data to assess budget for existing needs, despite the government's 14-year-old policy to end the exclusion of children with disabilities.
