Las Administraciones Públicas son organizaciones vivas; de forma continuada se incorporan nuevas personas a su servicio, otras dejan de prestarlos y, en su devenir, hay continuos cambios o movimientos de sus empleados de un puesto de trabajo a otro. Esta situación cambiante exige la necesidad de realizar una gestión racional y eficiente de las personas empleadas públicas para que la Administración no pierda ese conocimiento organizacional. Es necesario hacer una correcta transferencia del conocimiento de las personas que integran la organización.
