All forms of judgments like this are wrong. Ignore the fact that telling someone they "should not" "should" on people is a form of "shoulding" (if I can use a made up word). However, there is a cultural and societal justification for shaming and stigmatizing people, or at least their behavior. The primary reason is to protect the community for destructive behaviors or actions.
