Mr. Bailey has supported the preparedness improvement efforts of the Office of Homeland Security (2001 – 2003) and the U.S. Department of Homeland Security (2003 – Present). He has an extensive background designing, developing, conducting, evaluating, and managing emergency preparedness exercise events at the Federal, State and local levels. These exercises evaluate the capabilities of agencies and jurisdictions to effectively prevent, protect, respond and recover from man-caused and natural disasters. He is intimately familiar with all facets of exercise design and has provided exercise support to over 150 exercises conducted in the States of California, Arizona, Nevada, Alaska, and New Mexico; and the California counties of Los Angeles, San Diego, Orange, and Riverside from 2002-2009. Mr. Bailey is a certified Homeland Security Exercise and Evaluation Program (HSEEP) trainer that has taught HSEEP at the local and State levels since 2005. Mr. Bailey’s project/program management experience is extensive. Prior to joining Willdan, Mr. Bailey managed three offices in two states that oversaw five programs totaling over 3 million dollars. His work in San Diego County resulted in the County’s exercise program selection of “2005 Best In Category” by the National Association of Counties.
