In it he discusses how in the Old Testament book of Joel God sent a plague of locusts that utterly devastated the nation of Israel. He did this in part because they had forgotten that God is Who He says He is. The judgment on the nation was a reminder that God IS.There are certain parallels today in that certain self-evident truths, namely that God is Creator and has endowed us with certain rights, are no longer self-evident. We as a culture have forgotten that God IS.
