The Smith-Mundt Act was passed in 1948 to separate influence operations the US was doing abroad from communication the US government was doing here at home. The Smith-Mundt Modernization Act of 2012 removed the mandatory separation allowing the programs and products the US government was using to influence governments to be able to be available for research in the US.
