Lower income taxpayers are more likely to be audited and pursued, since they are easier targets, having fewer resources to defend themselves. The very rich will get away with cheating on their taxes. For example, SpaceX is claiming a $300 Million tax break with for questionable reasons that will likely not be challenged.
