If you've been following Belize real estate for any length of time, you've probably heard of Sanctuary Belize. It's a cautionary tale, a legal saga, and now, potentially, a redemption story.What Was Sanctuary Belize?Sanctuary Belize was marketed as a luxury master-planned community in southern Belize near the Placencia Peninsula — over 14,000 acres. The pitch was incredible: private marina, airport, hospital, world-class amenities, eco-friendly living. They sold lots to hundreds of American investors, mostly through aggressive telemarketing.What Went Wrong?Almost everything. In November 2018, the US Federal Trade Commission filed a massive lawsuit alleging the development was "a deceptive scheme that bilked American consumers out of more than $100 million."Who Was Behind It?The main figure was Andris Pukke (pronounced AHN-dris POO-keh). He was already a prior FTC defendant — a "recidivist scammer" as the FTC called him. He ran the scheme even while serving a prison sentence for a previous fraud. Other defendants included Peter Baker, John Usher, and a web of corporate entities: Global Property Alliance, Buy Belize, EcoFutures Development, and more.The Specific AllegationsBuyers were promised major amenities that failed to materialize or were significantly delayedThe international airport — never builtThe hospital — didn't existLuxury infrastructure — incompleteMany purchasers couldn't resell and suffered significant financial lossesHigh-pressure sales tactics and misleading claims about guaranteed returnsIf you missed a couple payments, they would resell your lot — many lots had multiple ownersWhat Happened in Court?The US District Court for the District of Maryland found the defendants liable. The Fourth Circuit Court of Appeals upheld the judgment. The FTC has been distributing refunds to victims ever since. In February 2026, they announced nearly $23 million in refunds to 1,659 consumers — and that's just the latest round. Total consumer losses were significantly higher than what's being returned.What Happened to the Land?The physical property — over 14,000 acres of actual land in Belize — still exists. It was placed under receivership during legal proceedings and now has new ownership.Who Bought It?Bob Fath, a Canadian billionaire and one of the largest private landowners in San Pedro. They're highlighting clear ownership, verified land control, and transparent infrastructure.The plan: A master-planned community with five distinct ecosystems:The Island: Lots for waterfront livingThe Ridge: Elevated estates among century-old Ceiba treesSafari & Equestrian: Areas for ranchettesMarina Village: Core social hubOver 1,000 home sites starting at $175,000 with financing available.Should Buyers Be Interested or Cautious?Both.The Positives:Bob Fath has a legitimate track record — not a fly-by-night operatorReal money, real experience, real reputation to protectThe land itself is beautiful — that was never the problemIf anyone can execute this, Bob and his team canThe Negatives:This property carries significant baggageInfrastructure promises need to be verified, not just believedAnyone considering Red Rock needs serious due diligenceDue Diligence ChecklistVisit in personVerify what infrastructure actually exists today — not what's promisedUnderstand the title situation completelyTalk to existing ownersResearch the HOA structure and financesDon't rely on marketing materials aloneThe Title Situation ExplainedAs part of the FTC resolution, Belize reclassified Red Rock from a non-registered area to a registered area.What does that mean?Registered area: Land under the registered land system administered by the Belize Lands Department. Official government land title recorded in the land registry. Ownership boundaries surveyed and legally recognized. Transfers, mortgages, liens, and ownership changes formally registered. Title is more secure and easier to verify.Non-registered area: Land under the older deed system where ownership is proven through a chain of historical documents rather than one central government title record.Benefits of registered land:Clearer ownership recordsEasier financing and mortgagesSimpler transfers and closingsReduced disputes over title or boundariesImportant for Red Rock Owners and BuyersCurrent owners: If you own property in Red Rock, reach out to David — we will help you get your title through the first registration process.Prospective buyers: We cannot close on a property in a registered area that has an older title.
