World Bank has urged the Pakistani government to implement tax reforms and eliminate exemptions on duties and sales tax. According to the World Bank's report on Pakistan, tax system reforms and the removal of sales tax exemptions are urgently needed to foster economic and social development. Pakistan's plan to build the largest fleet of submarines in South Asia has suffered a setback due to financial challenges, delaying the construction of diesel-electric submarines of the Hangor class, which were to be manufactured with Chinese assistance. A media report claimed that Pakistan Navy did not receive the first Hangor-class submarine, indicating a delay in the program.
