Dr. Downing is a religious man who has written a number of texts, but he's most famous for his belief that most events in the bible can be explained away...as aliens. Now don't get it twisted, the good Doctor does believe in God and follow the teachings of Christ, but he also happens to believe Ezekiel's Wheel was a UFO and that aliens parted the Red Sea for Moses.
