Host Michael Fouts is joined by City of Newnan Manager Cleatus Phillips to discuss SPLOST. SPLOST, or Special Purpose Local Option Sales Tax, was enacted by Georgia legislators in 1985. The law authorizes a county sales tax of 1%, approved by voters for a set period that's used for funding specific capital projects, typically pertaining to transportation, public safety, parks and recreation and some general government. SPLOST is updated every 5-6 years with an intergovernmental agreement between the county and municipalities.
