Previously, he was the Senior Director of the Institute for National Strategic Studies (INSS) at the National Defense University, where he simultaneously oversaw the Center for the Study of Chinese Military Affairs.As a starting point for the discussion, we will review the major points of CNAS recent publication, Beyond the San Hai:The Challenge of China’s Blue-Water Navy.
