As Jim Varney once said, "This movie is weird!" Dr. Otto, a mysterious villain with a hand attached to the top of his head, uses his "gloom beam" to attack financial institutions all across the world! His arch nemesis, Lance Sterling, hopes to thwart his plan by solving the riddle! Along the way, Lance and his partner, Doris, must overcome Rudd Hardtack (leader of a child militia), Jack O'Cockney (pirate), Auntie Nelda (evil old woman), and Guy Dandy (wealthy playboy).
