This frequent method of chemical killing was largely due to a lack of regulation surrounding the sale of poison, which many wrongdoers used to their advantage. One such wrongdoer was Dr. Thomas Neill Cream, who murdered ten people, most of which were prostitutes, with what would seem to be no motive other than an occasional blackmail money grab.
