However, for non-defence related activity, it was not until the 1980's that satellite imagery and remote sensing began to emerge as viable decision support intelligence across commercial and civilian government. However, technology limitations (cost, licencing, weather conditions and many other factors) limited the viability of use for many operational requirements.
