What people actually want is visible muscle underneath and low enough body fat on top to expose it. Building muscle creates the shape. Reducing body fat reveals it. Those two things, in that order, produce the defined look most women are after. Hypertrophy requires a sufficient load in a specific training format. Light weights and cardio circuits don't create enough mechanical tension to trigger real muscle growth, so you can train consistently and never build the visible muscle that creates a toned look.
