According to National Development Council Deputy Minister Peng Li-pei, the archives will follow the principle of "maximum openness, minimum restrictions" in promoting public access to records. Speaking at the opening ceremony, Peng said the archives is an important public infrastructure project that reflects the government's long-term efforts to preserve and make the nation's intellectual assets (資產) accessible. The archives began trial operations on September 2 and President Lai Ching-te presided over an opening ceremony on November 17. The N-D-C deputy minister says over 200,000 people have already visited the National Archives in New Taipei's Linkou District.
