Ezekiel, 24, from Tottenham wanted to train as a bricklayer to help build the homes London desperately needs. Construction training providers in his area had unfilled places while the local authority housing target remained unmet. But HM Treasury treats infrastructure spending as a deficit risk rather than recognising it as the mechanism that puts skilled workers to work building homes that already have planning permission. The workers were available, the training capacity existed, but Westminster's spending choices created an artificial constraint. This episode examines how central government funding decisions block construction careers in one of London's most deprived areas.
