This award is given to a leader who has demonstrated integrity, professionalism, dedication, accountability, problem solving, ethics, and empowerment. During his time at the City, Chief Gaillard has had many notable accomplishments. He supported efforts to strengthen emergency response by partnering with the Flagstaff Police Department to review and enhance computer‑aided dispatch processes, resulting in more accurate unit deployment and improved response times.
